Shaping White Rock’s Future
Gary is leading with two signature initiatives that will have a lasting impact on our city:
✔ Vision 2032
A long-term plan to set clear priorities for White Rock over the next decade. Vision 2032 ensures growth and change happen with residents, not behind closed doors, while celebrating the city’s heritage and preparing for a sustainable future.
✔ Finance Committee
Reinstating the Finance, Audit and Budget (FAB) Committee will bring transparency and accountability to how taxpayer dollars are managed. This committee will allow residents to have a real voice in budgeting and spending decisions. These initiatives establish a foundation of bold leadership, fiscal responsibility, and community involvement.

Building a Better White Rock
Gary’s Vision 2032 initiative is paired with practical actions that address current concerns and will strengthen White Rock’s future:
Smarter Housing Choices
Champion infill, gentle density, and affordability without sacrificing neighbourhood character. Housing policy must be built with the community, not imposed on it.
A Local Economy that Works
Bring back the Economic Development Committee. Re-balance City priorities to support small businesses with fair fees, fewer bureaucratic hurdles, and a renewed commitment to revitalizing Marine Drive and the waterfront, not just a new City Hall.
Parks that Invite Participation
Ensure ALL public spaces are well maintained, accessible, and reflective of community values. We are the City by the Sea, and residents should be able to access the beaches without climbing over rocks and old concrete conduits.
Clean, Safe, and Accountable Water Service
Since the City took over water management from EPCOR, residents have faced rate hikes, uneven accountability, and ongoing quality concerns. It is time for full transparency on supply, infrastructure investments, and long-term planning, with the community at the table.
Building Community Safety through Positive Connections
Promote safety by investing in shared spaces, lighting, traffic calming, and programs that build trust and belonging. Gary will also open negotiations with BNSF to request a five year hiatus on the $500,000 annual parking payment, directing $2.5 million to security and safety along the waterfront.
Acknowledge, Honour, and Act on First Nation Commitments and Plans
Gary will continue to expand the Pathways through P’Quals initiative. Our pathways to the future should reflect shared values through vibrant, walkable, community-oriented projects. That means rebuilding existing parks, pathways, and road ends, and resolving outstanding issues in the Phoenix and Coldicutt ravines. People-first planning should guide these efforts.
